Can a UK citizen, but US tax paying resident, reclaim VAT on professional fees? The organisation concerned is on HMRC's official 'approved list'.

...Or does one have to be a UK tax payer to reclaim? I had a brief look at P87 but couldn't see any declaration of being either a UK resident or a UK tax payer.
