Is that on the HMRC website or your bank? You should be able to set up a payment from your online banking, even if HMRC site is down.

No, digital tax is proposed for everyone.

Note the very low threshold of £10000:-
The government has already pledged to remove the smallest businesses, self-employed people and landlords from the scope of the changes by exempting all those with annual turnover of less than £10k from digital record keeping and quarterly updates (although they can still choose to enrol).

There have been many objections, not least from The Treasury Select Committee's scathing report:-

It's April 2018 though as the proposed date, not April 2017.

The absence of any requirement to require payers of interest and dividends to obtain a unique reference from recipients is going to make the "we will tell you the bill" ambition unreliable.
