What does that sign even mean? You see it on a gantry and you know the A34 or whichever main road it is talking about but unless you are a local or have a strange encyclopaedic knowledge of the nomenclature of UK roads (I know such people exist but I have no wish to meet them) it means nothing.

Yesterday I passed one sign on the A34 that had two such messages, "delays on the M27 at the B219" and "A39 closed at the A342"...or similar.

I had no idea but fortunately was not venturing into either road.

How else to do this ?

Easy really how about, "hold up or road closure on the A34 in 12 miles"

Easy to understand, informative, why not?

It is all clear and unambiguous to someone sitting in an office looking at screens. It also saves effort in that the same message can be put onto a number of signs.

Maybe you are expected to look at your map while you are driving.

You can have too much information, mind you. What about those huge flashing mobile LED roadside signs on 60 mph roads that say things like:
WARNING Road closure access only follow diversions A456 junction B64 20.45-07.00 resurfacing work starting June 19 for 46 nights alternative Tuesdays except for HGV.....

....by which time (a) you've driven past it, so you don't ever get the dates or the details, or (b) you've collided with an oncoming bus while your attention's been distracted by the stupid thing. Grrrr.

There are 2 problems with these message signs.

1) they are too small to be of any real use - usually 3 lines of 12-15 characters.
2) they are operated by Highways England, whom I understand some of the plot lines of "Yes Minister" were based on. They place safety paramount, and to make sure nothing can come and bite them on the bum they thrive on procedure and bureaucracy.
