For Dr.Ffybes
Recently driving along an A-road, which has an underpass along its route. The bridge over the underpass has been fitted with a very bright moving image LED sign, like a huge TV sign, and it carries advertisements.
The screen is only visible to the cars using the road, and obviously targets the passing motorists. Are there any kind of restrictions on adverts aimed at motorists? It seems crazy to target moving drivers, on a three-lane A-road, where the speed limit is 50 mph.
Are there any restrictions on what is permitted - to my mind, reading and processing the text on the adverts is a potential accident cause.

I'd start by contacting the district council and asking if it has planning permission.

There's a huge TV style advertising board right next to the M5 (northbound before the M6 join - probably West Brom area). It bugs the hell out of me when I pass it. I too thought this kind of thing was restricted.

LOL, I can't ever remember doing more than 5 mph on that junction. Objection overruled.

I've seen it, but TBH my attention is more likely to be grabbed by the nearby crane hire yard that has dozens of hydraulic cranes and diggers all reaching for the sky like berserk dinosaurs. Something should be done about it.

Coming into London along the M4 elevated section through Brentford there are many of these signs. They are incredibly bright!

Scrolling messages are not approved for fixed message information signs, however advertisements come under planning law.
I too hate the ones on the M5 near Brum, especially as I only go past at night. I solve this by keeping to around 80 mph which means the bends become interesting enough to keep me focussed on the driving

It's not all Gallic shrugs in France although the M5 monstrosities are apparent here too.
