Well, let's get the obvious out of the way ... is it a bottle opener, and even if it isn't (ok, too obvious) have you ever tried it as one? it looks like it could well work! :D

I haven't tried using it as a bottle opener but I would expect it to work. That is not what it is for, however.

Fits on the bottom of the Penta spot meter.

It has nothing to do with a gecko. Servodude identified a link with one of the other items. That item is not green.

It does not fit onto the spot meter and is not used with it.

Ok, so not item 2 (the Gecko), or 4 (spot meter) or the green 3 and 6 sheets, which leaves 1, 5 & 7. Can't see it being used to pop off anything 7 related, as those are all screw fittings, so....

Is this item a tool or a part of a mechanism?

It is not used with the spot meter but that does not preclude a link. It is a tool, not part of a bigger object.

The name is on the other side!

Other brands are available but that is the brand of this one.

So, something to do with cameras or film?

Oh yes, of course. Just twigged. :D I suppose my old work photo club must have had one, but I then pretty much exclusively shot Kodachrome and just used the darkroom for Cibachrome prints, so never had to use it. 35mm cannister opener.
