It is now just over a month since this cross happened and the markets have rallied strongly, probably on the belief that interest rates have peaked.

Rallied strongly? You mean recovered to where they were about a couple of months ago? I would not call that a strong rally. We can live in hope though.

It has rallied strongly - no other expression for it. Whether it reaches a previous high is not relevant to the expression.
