Different policies for different services. Yes, email is (most regrettably, but understandably) widely restricted as you describe. That doesn't apply to web browsing, where use of a proxy is not the norm unless Orwell's Big Brother is watching on your network.

Indeed, but Stooz said he'd "disabled the spam checker" and AFAIK there isn't any global database of IPs that "spam" bulletin boards, so if that checker was testing against IPs that were on anti-email-spam lists, and including the PBL, then that might explain why so many people were affected.
