I purchased a motor policy thro' TCB on 12 Feb 21 on the promise of £40 cash back.
I still see nothing reported on 'my dashboard'
No record of any transaction taking place at all.
Is this a normal way of conducting business?

Not at all
It should appear within a few hours and you also get an email with minutes saying it has been tracked
Did you read the T&Cs of the offer
If the offer was ok I would log a call with them

I have been chasing this from a week or so after the purchase and had a clutch of dismissive replies.
The most positive is pasted below. It isn't much like how you describe the process.
This was my first purchase thro' TCB but have used Quidco before so I was really looking to see if the grass was greener. I think I'm seeing a scorched earth policy

From a TopCashBack rep.

... onto your missing Aviva cashback, I have had a
look into your account and I can see that you have
lodged a claim for missing cashback for your transaction
with Aviva dated 13/02/21. This claim has been put into
an "On Ice" period, this is simply the validation period of
your transaction (the time in which the network hired by
Aviva requires to approve your transaction for cashback).
I can see that your claim will leave this "On Ice" period
on 12/08/21 and will then be sent over to the network
for review, a member of the team will be in touch with
your via your open claim to inform you of this. We often
advise that the claims process can often take between
4-6 months depending on the workload of the network
but rest assured that as soon as we have any updates for
you a member of the claims team will be in touch with
you to bring you up to speed.
For now can I please ask that you allow your claim to be
submitted to the network and then bear with us whilst
your claim is reviewed, as mentioned previously as soon
as we have any new information a member of our claims
team will contact you via your open claim with any new
information.

I used to use Quidco but found TCB better and have been with them for well over 10 years
I do have a query at the moment (I got just 30p cashback on a spend of £2,888 @1.1% so shpuld have been just over £3)
and this was the response

We just wanted to let you know your claim was submitted to the retailer, via their tracking network on 01/06/2021. While we can’t make any changes to the claim now it’s been submitted we’ll let you know as soon as we hear back. Generally we find it takes around about 12-16 weeks to get a result for claims like yours. Sometimes it can be a little longer or indeed shorter but what we can assure you is that as soon as we know anything, we will let you know. In the future you will be able to post on your claim but in the meantime, our team continues to work really hard to get a result from the network for you and we will let you know as soon as we do have an outcome.
12-16 weeks is long enough but 4-6 months is joke

Presumably you weren't running an adblocker when you made the transaction?

As a former quidco user I imagine you were already aware of that.

It's also worth bearing in mind that the quotes you get when going via a cashback site can sometimes be higher than those you get when going directly to the company itself.

Via topcashback compare for the £40?

I had the same for an April transaction then the 'on ice' message after I queried the absence.
Payable appeared on 25 May.

I then got an email asking me to cancel the on ice claim.

Apart from that, never had any significant issue with Top Cashback and perhaps due to a bug in the very-new topcashback compare

Some retailers/systems take longer than others. TCB are generally reliable. Switched from Quidco years ago and more than happy. Queries generally resolved satisfactorily, although as is the way with these things rarely speedily.

Been on TCB for a few years. Normally have no issues except using screen scraper insurance sites. All you can do is stick a manual claim in via the Customer Service link and wait it out. Eventually you'll get a reply and normally I get the payout. If i don't I file it under life's too short. SO far have over 2k in returns for doing very little, so mustn't grumble.

Thanks for the response. I think the purchase bit was similar to mine but the subsequent events are a bit different.
I get that feeling of '... if we wait long enough he'll go away'
If they put nothing on the dashboard its like it never happened

Thanks. I've waited, then put in a manual claim. In fact I think I've done as directed right from the start (apart from reading the Ts&Cs - I don't have the mental capacity to do that). Not because I'm clever, more because because I'm simple so only able to follow simple instructions.
The simple me says that if nothing is showing anywhere there must be something wrong and I'd like to know what it is.
'Life's too short' might well be close to home (at 84yo) but I have a list of current organisation failures under dispute at the moment and have the suspicion that some may well be attributable to respondents working from home.
That's not to say I haven't made mistakes but they usually reveal themselves and allow correction.
