I have been chasing this from a week or so after the purchase and had a clutch of dismissive replies.
The most positive is pasted below. It isn't much like how you describe the process.
This was my first purchase thro' TCB but have used Quidco before so I was really looking to see if the grass was greener. I think I'm seeing a scorched earth policy

look into your account and I can see that you have
lodged a claim for missing cashback for your transaction
with Aviva dated 13/02/21. This claim has been put into
an "On Ice" period, this is simply the validation period of
your transaction (the time in which the network hired by
Aviva requires to approve your transaction for cashback).
I can see that your claim will leave this "On Ice" period
on 12/08/21 and will then be sent over to the network
for review, a member of the team will be in touch with
your via your open claim to inform you of this. We often
advise that the claims process can often take between
4-6 months depending on the workload of the network
but rest assured that as soon as we have any updates for
you a member of the claims team will be in touch with
you to bring you up to speed.
For now can I please ask that you allow your claim to be
submitted to the network and then bear with us whilst
your claim is reviewed, as mentioned previously as soon
as we have any new information a member of our claims
team will contact you via your open claim with any new
information.
