It strikes me that Mr vB ( CEO of Shell) was perhaps being very pessimistic at the time ( or prudent in the face of events beyond his control more likely).

However, if the break even price for Shell is even approaching $36 ( from a previous $51 per barrel break even price) , coupled with a significant dividend saving, then surely Shell must be awash with money?
