If you own the fence, it should be on your side of the boundary. The boundary is where your land meets your neighbour's land and has zero width.

Of course a fence, wall, or hedge should be wholly on your own land, and I am not sure there was any debate about that.

As the term 'on' is commonly used to refer to something placed against something else, then a fence placed with zero distance between it and the boundary is on the boundary.
