Is the quote function on this site for quoting other users only?
Or can it be use for quoting sources of information - e.g. articles?

At one level it is just a tag but it is one normally used for quoting other users as:
- it triggers notifications
- and is subjected to depth truncation
- and is often accessed by the dedicated quote button
You can use it for quoting other sources (and embed other tags e.g. URL in the attribution)...

...but depending on context that can make it look like it is coming from another poster if you do.
Quoting from articles I've seen done a few ways.
I'd generally include the URL, headline and extract
as long as there was formatting to help distinguish which bit was which I wouldn't normally get too hung up about the specifics
- but (...this is the important bit...) always try to make sure to add a bit of why it is worth mentioning
eg.
This article from the Conversation yesterday
Musk’s inauguration salute is not the only apparent fascist signal from Trump’s administration
...as the old saying goes, “where there’s smoke there’s fire” – and in this case the smoke is probably closer to a book-burning bonfire in Berlin than a tiki torch carried in Charlottesville.
...I shall now add an eyeroll

and remark that there are different ways to skin this specific cat (e.g some prefer bare URLS.. but I think they can get unwieldy)
"Bold" then "Italic" has been a pretty standard way to do it since the dial up days
