Maybe a TLF "onion" site could solve all these concerns and at the same time open up a world of possibilities for site users.

That would be a pain.
I depend on a US forum for help in maintaining my (American) car.
That said, it doesn't have the equivalent of a Current Affairs board.
If that Board were closed on TLF it would largely eliminate the moderation problem, much as one might enjoy ventilating on it.

Pity there isn't any software that blocks access to a site by all politicians and civil servants?
I suppose TLF could block access to anyone other than a registered member?
