That's been going on a years or three. Presumably a hack of the DVLA database.
For some reason I never get one for my classic cars where the tax rate is Nil

You would think that the scammers would get their English grammar correct, if they hope to be taken seriously.
I also noticed a missed r in the first line of the first paragraph, "about you latest payment for your vehicle ....", as well as those highlighted.

I take the view that because of what they do they are pretty thick
thankfully they get things wrong, making it easy to spot

They can't be that stupid. They can work a bulk mailer after all.
It might be a double-think. Send out loads of poorly drafted scam mails to get people confident they can easily spot them, then bung out a really big mailing beautifully crafted with no spelling, grammar or drafting errors whatsoever, and clean up!

As something of an aside, though related, interestingly, I received a text message today to my mobile phone, purporting to be from DPD, saying that they had been unable to despatch a delivery to me and to go to the link supplied. I am expecting nothing and have nothing on order. So ignored it. Within half an hour my wife received the same text message to her mobile phone, and she similarly is expecting nothing. It's interesting that her phone number is about 100 numbers after mine, numerically, which left me thinking they must be working their way through a list of telephone number in numerical order.
