At least two UK Brokers are promoting this.
Some practical points,
It's on the Swedish market, so you aren't directly participating in the IPO, rather you are buying at post launch prices. I believe telephone dealing would be necessary. Whether there's a reliable feed of Swedish prices is another issue as is any Swedish withholding tax on dividends.
