PC Pro August edition reviews PDF Editors. Most of them require an expensive subscription (especially Adode). The winner is Wondershare PDFElement Standard which has a one off fee of $79 for a perpetual licence. Pcpro says 'it's an absolute bargain' and that the facilities are likely to be enough for most users.
The pro option only adds OCR so stick with the standard one unless you need that

Their top choice is PDFills which is what I use for all the tasks you list except commenting. I can comment well enough for most purposes in the Acrobat reader.

PDFsam basic will split, extract pages from and combine pdfs gratis.

There is a very simple answer to that one. Use LibreOffice Draw:

You just open the pdf and edit it. LibreOffice Draw is easy to learn. It is much like any other drawing package.

I use Linux, and masterpdfeditor is good IMO, and also available for Windows.
