I once took the ferry from Greece to Italy and as both are in the EU (as were we then), I didn’t think about the ‘phone. Turns out that part of our route was up the Albanian coast. Bugger.

Apparently in the US state taxation authorities use information about where your mobile phone is to determine if you are lying about which state you claim your residence is in. So the capability certainly exists to know where a phone is relative to a jurisdictional border.
All I can tell you is that in over 20 years of having a mobile phone and travelling a great deal, I have never had a roaming charge problem. I did once get a spurious 300 pound charge, but the telco promptly reversed it when I rang them to complain, which is all you can reasonably ask of them.
If you are really worried somewhere then yank the SIM card out, switch the phone off, use airplane mode, choose wi-fi calls or a host of other ideas already suggested.

Cont.Three is to start charging new and upgrading pay monthly and Sim-only customers roaming fees of £2/day to use their monthly allowance in Europe from 23 May 2022. The mobile provider becomes the third network to announce plans to scrap free roaming in Europe following Brexit. In addition, Three will also ditch its free 'Go Roam' service outside of Europe and start charging users £5/day...
Cont....If you're an existing Three pay-monthly or Sim-only customer you won't face these new roaming charges if you simply do nothing – it's only those who sign up to a new Three deal or renew their contract on or from Friday 1 October who may have to pay. It's worth pointing out that pay-as-you-go customers are unaffected....

I guess it had to happen, my mobile provider Sky Mobile just informed me they're going to start charging £2 per day for roaming in the EU and EEA (other than Ireland).

I don't know what the current state of play is with eSIMs and how easy they are to activate for PAYG foreign networks for data - but it's worth investigating if you want to be able to swap secondary networks frequently whilst retaining a SIM card for your domestic network.
In theory it can all be done OTA...

But aren't roaming charges only for new sim cards? I thought I read that Vodafone's roaming charges will only be applied to sim cards introduced after a certain date.
Given that most of these companies exist all over Europe and even beyond, I'm shocked that there hasn't been more noise made about this in the media. Why should Vodafone UK be allowed to treat customers like this. The masts, antennas, infrastructure etc haven't changed!
Shame there wasn't more fuss made. If customers threatened to boycott providers who abused their goodwill, they'd quickly change their mind.
But, as Brits are finally realising, 'Taking back control' applies only to a select few, and T&Cs apply!

Don't know about Vodafone, I'm just reporting for Sky Mobile, and the new charge applies to existing contracts.

Just a thought. Now they can make exemptions and market those as a Great Deal. Target areas of Europe popular as holiday destinations with their subscribers, or any other demographic they want to target.

One of my favourite parts of Europe is Devon. Do I have to pay roaming charges?

My wife had the Lurgy on New Year's eve. What a disaster it was, me and my sons finishing off all the wine, Prosecco and whatever we could find, all on our own.
Then the next day, we all came down with the dreaded lurgy. They just shrugged it off. For them, Covid was like a normal Saturday night. For me it was a bit worse, but as I've said all along, if Covid hadn't been about, I'd have just taken a few aspirin.
I just learned that a colleague has got Covid, so can't come in to work. But his emails seem to show that he's okay.
Having said that, even when I felt really rotten, I tried not to show it in emails.
Just pray to God, that a worse variant doesn't appear!

Vodafone were the first to introduce roaming charges; back in 2020 they split their plans into expensive plans where roaming was an option and normally priced ‘basics’ plans which did not include roaming.
They did it before Three and EE announced they would be removing roaming for new contracts and the useless media overlooked that Vodafone had got there first.

Speaking as a part-time Devon resident I can confirm that it is most definitely not in Europe,
And it is "Skownes" and the cream goes on first.
