i have started to receive a message saying
'your browser supports setting OUTLOOK.com as default email handler''
my email is a ''live.co.uk' address and i generally use Chrome as browser except for some bank transactions that dont work with Chrome
who is my current email handler and what if any difference would there be?

In this context, the email handler is the programme or operation that takes place when you click a "mailto:" hyperlink on a web page in the browser.

A mailto link is what you click when a web page says "click here to email us". The link then looks for your default email handler to allow you to send an email. It needs to know whether you want to open the outlook.com web page, Outlook itself, or Thunderbird, or whatever

Never mind chrome browser, that's standard terminology going back before Google - let alone chrome - ever existed.
