There has been some off topic discussion of SIM locks on another board. If you set a SIM lock, you will have to type a PIN whenever your phone is restarted or your SIM is transferred to another phone. You do not need to set up a SIM lock, but it does add an extra layer of security, particularly when combined with not displaying notifications on your mobile phone's lock screen.

I do not know of a bank that asks their customers to set up a PIN lock, but Starling Bank comes close to recommending it:

Starling is an app based bank, so we might expect it to have more tech savvy customers than the older banks. Starling is also one of the banks that is least likely to compensate customers who do get scammed:
