HMRC cocked up Mum's return 3 times in 4 years

Last year they overcharged, so after much aggravation they issued a refund leaving the account square. This year they claim there is unpaid tax from last year that converts a refund into a debt. I only deal with them now by letter to their complaints department. Last time I got £50 compensation, I am pushing for the same again.
