Usually the reason for cost increases are Variations to Contract, caused by requests from the customer for specification changes. One assumes that the various contracts issued were fixed price, and if not, then one needs to know why. A competent project manager should be able to keep within the original budget, having allowed a modest contingency.
It strikes me that the heavy hand of civil service bureaucracy may be responsible for much of the overspend
