The forgotten law of capitalism. If you run a shop that sells something, you don't sell it for your wholesale price plus a profit. You sell it for the expected wholesale price of your next delivery, plus a profit.

If fuel prices should fall during the coming months, that'll be down to factors that we can hardly predict at present. Such as Saudi Arabia opening up the supply taps. But otherwise, given the current trend of fuel prices, I'd say your local Esso is the one that's got its strategy right for its own long term survival. Many others will fail, unless they follow Esso's lead pretty sharpish.

That said, if you can find a cheaper deal, go to it. You won't save the world by avoiding petrol stations that haven't thought things through yet.
