Arm and elbow danglers

I was a bit surprised just now, during a few minutes of random surfing, to learn that in Australia you can be fined hundreds of Aussie dollars if you're caught resting your arm on the driver's window ledge with the window open. Like you might do if you were driving a couple of hundred miles in blistering heat, perhaps with no aircon in your car? :) https://www.drive.com.au/caradvice/is-i ... australia/

The same applies to waving to friends if your hand is outside the line of the open window. The official argument is that your arm might collide with a passing cyclist/motorcyclist and severely injure them. But it's more obvious that it's you who's most likely to get injured. ISTR that guitarist Julian Bream very nearly lost his arm while driving his sports car in Spain.

In Oz, if your passenger does one of those things, they pay the fine but the driver gets the licence points. The rules don't seem to say what happens if it's your dog that paws the air. Or the kids. :|

Is this just an Australian thing, or is a points-carrying offence in the UK, or elsewhere?
