2. Paint yellow lines;
3. Lower car (facing the wrong way);
4. Issue fine for illegal parking.

If they used water-soluble paint, they could repeat this after each downpour.

I wonder if the driver found the damage the crane lorry has done to his car. It will be off the road for weeks, and he will need the council to pay for a hire car while the car is being repaired, as well as paying for the damage.
