No umbrella

At today's Remembrance ceremony at the Cenotaph, the Royal British Legion was represented by president Vice Admiral Sir Clive Johnstone.
As a retired services officer, he wore 'plain clothes' that included a bowler hat that he passed to his ADC* before being handed the wreath.
But no furled umbrella!
Since plain clothes dress for army officers includes (or used to include) both bowler and umbrella, is 'plain clothes' for naval officers different? Perhaps they are used to getting wet.
We must be told.
Om these things hang the fate of a Great Nation
* or whatever 'aid' a retired officer has
