Looks like a solution looking for a problem.

This new technology would have to be extremely low cost to compete with in-between-teeth brush, toothpaste and electric tooth brush.

However, for potential work inside the body it may have immense potential.

And let's not be down on solutions looking for problems
- often they're picked up later on when their benefit is recognised
- look at the "fax"... it predates the telephone (but only by a decade or so.. there was a lot longer between the tin and the tin-opener)
