You may like to start by setting up a websever on your own PC so you can experiment/develop without the aid of a hosting site. It doesn't even have to be on another machine, you can run a webserver on the same PC as your browser and access the site using the url http://localhost/... I used WampServer to do this when developing a website for a local club.
In fact I currently have a phpBB forum running on my PC - looks just like the 'Lemon'

If you're asking here, it suggests you have a bit of a learning curve ahead.
For a live site, that leaves you pretty vulnerable to many nasties. Best to try and find a co-conspirator who .... wouldn't have had to ask.
