Related to the variability provided by any given lake and prevailing weather/wind at the time?

Interesting though, because the same would exist in the marathon and yet it is acceptable to target a given marathon with a view to breaking a world record i.e. flat course, suitable predicted weather.

Rowing times are strongly affected by weather conditions, and to a lesser extent by water temperature... World best rowing times have also decreased because of improvements in technology to both the boats and the oars, along with improvements in the conditioning of the rowers.

Because environmental conditions have a strong impact on boat speed, FISA recognizes world best times instead of world records

Thanks for the replies. All now clear, although as pointed out, the marathon is done in varying conditions and the course varies considerably depending on where held. The same might be true of some other events such as road races in cycling or the triathlon.

For a while you could only set a “world’s best” in the Marathon for the reasons stated above - but perhaps that wasn’t great PR because fairly shortly marathon “World’s Bests” became “World Records”. Similarly a rule was brought in that women in mixed marathons could only set a “World Best” whereas women in a women’s only event could set a “World Record”. Unfortunately that meant that our own Paula Radcliffe was stripped of “World Record” status and we Brits caused a stink. So, now there are two official women’s “World Records” - one for mixed races and one for women’s only.
