I don't know but you do. Unless you are making the implausible claim that you have NEVER broken any rule, regulation or law then, when you did that, you were not "stopped" from doing so.

The point is simple enough. The law is one input into decision making. It does not mean that you should never break that law. I think I first came across that concept in jurisprudence classes I took at Uni over 45 years ago.

So if you double park to run into a burning building and save a child from the fire, you are probably making the correct and appropriate "illegal" decision.
