No fast way to get a child passport?

My brother has made a mistake. Arrived at the airport with wife & 3 kids for 10 days in Dubai, it turned out one of the kids passport only has 2 months left, and Dubai require 3 months. Wife has gone with 2 kids, brother and 3rd child are stuck in UK trying to arrange something to join them. They have an appointment with the passport office tomorrow morning.

It seems from the gov website, child passports can no longer be done same day, and need a weeks notice. Naturally he’ll beg and plead, but we don’t have high hopes.

Anyone any great ideas? I wondered about a flight to Belfast, and driving to the Dublin embassy, are you likely to get any different treatment when ‘abroad’?

AFAIK UK embassies send passports to the UK for processing. By going abroad you'll either end up with a rejected application or one that takes longer than applying from the UK.
UK authorities are also keen on checking short notice applications for children's passports to ensure compliance with international child abduction agreements/treaties. Innocent attempts to speed things up may be misconstrued and backfire.
