It is reported that the UK"s GDP fell by 20.4% in April.
Does that mean a 20.4% drop over the previous month (March 2020) or the equivalent month in the previous year (April 2019)?
Looking for a factual answer, not any comments on the fall itself please.

Looks like month on month:
Monthly gross domestic product (GDP) fell by 20.4% in April 2020, the biggest monthly fall since the series began in 1997.
