Alternating upper-case letters - WrItTeN LiKe ThIs
I'm seeing phrases written as alternating upper- & lower case letters in some social media, and cannot work out the significance of this.

an attempt to confuse bots checking for "unacceptable" stuff ?

I think it's meant to indicate a sarcastic tone of voice.

I think sometimes its a bug in some sort of program computers use to display text.
I first noticed this in boiler instruction manuals downloaded from a boiler manual library a few years ago. The manuals for the Ideal brand of boilers in particular often had the paragraph titles displayed with alternating upper and lower case, the title fonts normally being a little different i.e. in bold, bigger size, etc. The body of the text was never affected and nor are the original printed manuals actually supplied with the boilers, so I think it is something to do with the HTML mark-up clashing with the program creating the PDFs.
