What does what mean? It seems clear to me: Austria had a high rates of covid and they have decided that a period of lockdown will bring it back under control.

Can't find any detail beyond the factual statement of mandatory vaccination in Austria from February. I guess they're not going to pin people down and forcibly jab them.
Maybe make it a criminal offence not to be, with fines/imprisonment?
Or something like house arrest?

I think the thing that's not clear is what the "legal requirement for vaccination" will entail
I know they had planned to lockdown only the unvaccinated originally and I suspect this is simultaneously stick and carrot to encourage uptake.
I'm not sure I can see anywhere physically forcing jabs but the reward of extra freedoms is a pretty well understood scheme (or conversely precluding the unvaxed from activities)

Since the start of the week, police in Upper Austria have carried out about 5,000 spot checks a day in the streets – none of them in people’s private homes – and detected 63 breaches of the new regulations. But even law enforcement officers concede working out whether a person walking around town is engaged in essential or inessential activity is at times impossible.
The list of exemptions is long: unvaccinated people are still allowed to go to work, visit their partners, go for recreational walks and go shopping for food or other essential supplies.
It doesn't seem like they are actually jailing people just denying them entry to places and sending them home.
Makes you wonder how much further they will have to go to get the message across,internment camps next?

Yes, that's under the current rules. The "mandatory vaccination" is something that's been announced for February 1st 2022, but (so far) no details of what it actually means.

The government said it was preparing the legal groundwork for a general vaccine mandate to come into effect from 1 February, with exemptions for those unable to receive a jab on medical grounds.
The age from which people will be required to be vaccinated has not yet been determined, the government said.
Those refusing to be vaccinated are likely to face administrative fines, which can be converted into a prison sentence if the fine cannot be recovered.
