Amending photo on ipad

Is there an obvious way to add something to a picture on a iPhone? Or is it a case of needing other software?

Easiest way to explain is I have a photo of a sign and I want to put a curly frame around it. And not one that I have to hand draw, but rather superimpose, or choose from a handy selection?

You can do SOME editing of photos using the inbuilt editor.

Whether it will do what you require I am unsure. But it must be worth a play before you start downloading other apps.

I'd check the appStore for a free clipart app and go by the reviews/ratings
- they'll normally let you add stuff to your own pics
