Here is one list from Bloomberg that looks across several measures. The ranking of 53 countries may surprise some.
Top is Norway, bottom is HongKong. UK is 13th, USA is 24th

From what I can see it is a measure of “best” as in “least disruption to economy” rather than lives lost/saved.

It seems there is a limit to how many free articles you can see, sorry Gryff, you must have been sipping from the Bloomberg well too much.
But basically it lists about six measures, economic, deaths, vaccine uptake, severity of lockdown and flight corridors open among them then gives an overall score.

That seems like a reasonable approach to me. It is the balance between fighting the virus and preserving quality of life that is difficult for countries to find. Countries that took either extreme score lower on that basis.

Sorry, I meant 'this topic' we are discussing on. So when I opened up the original link given by John, which he shared in April, I saw that UK was 22nd in the list rather than 13th when the link was originally posted.
