i run defender regualrly
last night nd this morning it has reported
''this app has been blocked'' and shows a 'low' risk
but it doesnt tell me which app...or what it is
so I have no way to get rid of it
surely there must be a way to ensure i rid myself totlly and not rely on 'low' risk blocking??

I'll assume you are using a recent version of Windows 10 (1903/1909/2004).
Open Windows Security and click on 'Virus & threat protection'. Click the 'Protection history' link. You will see your 'This app has been blocked' in the list, click on it (if asked by UAC 'do you want this app to make changes' click Yes). It will expand to tell you what was detected, it's status (eg quarantined), a 'learn more' link that will open your browser at the description of the threat in Microsoft's malware encyclopedia, and an Actions button.
Having read about the threat, choose an appropriate action (eg Remove, Allow).
As an example, this is the 'learn more' for a 'low risk' threat that my system recently detected:

when i did that nothing happened, either left or right click had no result
I just ran scan again to verify but this time nothing found....so it seems its 'cured' the issue
