First question. Does anyone know what a broken red lines on top of the black boundary line means? on a land registry plan?
I can only find information regarding a solid red line inside the black boundary not on top or broken.
any help would be appreciated.

You need to look at the LR entry itself which will probably have a reference to property/land etc "marked in dashed red".
The black line will almost be certainly the line on the original plan.
