Some are paid to trade (provide liquidity), and have machines continually throwing out/withdrawing orders. Such is the intensity that they locate as close to the heart of core trading as possible, in some cases boring expensive holes to be more direct than otherwise less direct routing (light speed communication speed increase).
A long way from times of old when prices were flagged from London to Paris/wherever, if you could get ahead of the conventional signalling to have information ahead of others, you could obviously make a killing. Nowadays the speeds are measured in nano seconds. As are the algorithms used very broad/diverse.
